(Published in The Norman Transcript April 13, 2016, 1t) PROPOSED SECOND YEAR ACTION PLAN FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT & HOME PARTNERSHIP PROGRAMS FOR THE PERIOD 7/1/16 THROUGH 6/30/17 NOTICE is hereby given that the City of Normans proposed Second-Year Action Plan for the fiscal year commencing on July 1, 2016, including Community Development Objectives and Projected Use of Funds for the Forty-Second year of the Community Development Block Grant (CDBG) Program and the FY16 HOME Partnership Program will be brought up for Public Hearing before the City Council on Tuesday, the 26th day April 2016, at 6:30 p.m. in the Council Chambers in the Municipal Building, 201 W. Gray, Norman, OK at which time and place any and all persons may appear to comment on the said proposal prior to its submission to the U. S. Department of Housing and Urban Development. No projects are proposed in a floodplain. Preparation of the Second-Year Action Plan included: consultation by the City of Norman with other public and private agencies that provide housing assistance including the Norman Housing Authority, health services, and social services; and an extensive citizen participation process in compliance with a Citizen Participation Plan that was prepared with the input of citizens, and reviewed and approved by the Community Development Policy Committee. The Five-Year Consolidated Plan approved in 2015 included the process used to formulate the plan, a summary of the citizen participation process, and priority needs analysis and strategies for: homelessness, housing special needs populations, and non-housing community development needs including infrastructure, public services and facilities, and economic development. The Second Year Action Plan has detailed information on which projects are proposed with funding available for the second of the five years of the plan. The proposed Second-Year Action Plan summarizes funds expected to be available for use in the next fiscal year, and contains recommendations for the use of those funds. The Community Development Policy Committee unanimously recommended a budget based on estimated funding on April 6, 2016 after input that reviewed requests for specific areas of funding. 100% of the funds are proposed to primarily benefit low-to-moderate income persons. Copies of the draft of the proposed Second Year Action Plan are available for review from 8:00 a.m. to 5:00 p.m. Monday through Friday in the CDBG/Grants Division of the Department of Planning & Community Development at 201 A West Gray and on the City website at www.normanok.gov. Any comments or views of citizens received in writing during the comment period, or orally at the public hearing, will be considered prior to submittal of the Second-Year Action Plan. A summary of the comments or views, and a summary of any comments or views not accepted and the reasons therefore, shall be attached to the final action plan.
