(Published in The Norman Transcript February 25, March 3, 2016, 2t) INVITATION TO BID BID NO. 1516-50 Sealed bids will be received for the Norman Utilities Authority (NUA) by the Purchasing Division of the City of Norman at its Office, 201 W. Gray St., Building C, Norman, OK 73069, or by mail at P.O. Box 370, 73070, until 2:00 PM local time, Thursday, March 17, 2016, to furnish all materials, equipment, tools and labor for: Sewer Maintenance Project FYE14, at which time bids will be publicly opened and read aloud. Project includes the replacement of approximately 25,000 feet of sanitary sewer lines, predominantly by the pipe-bursting technique, and rehabilitation or replacement of about 160 manholes. Bidders are expected to inspect the site of the work and to inform themselves regarding all local conditions. Bidders attention is called to a MANDATORY PRE-BID MEETING at the offices of the NUA, same address as above, on March 9, 2016, at 10:00 AM. Contract Documents include Specifications and Drawings, and may be examined, or purchased for a non-refundable charge of $50, at the Authority office, address above. No plans or specifications will be issued within 48 hours prior to the time set to receive bids. The OWNER reserves the right to reject any or all bids, to waive any informalities and to award a contract, if any, in its best interest. Each Bid shall be accompanied by a Certified or Cashier’s Check or a surety Bid Bond, in the amount of five percent (5%) of the total amount bid. Said bid security will be retained as liquidated damages in the event the successful bidder fails, neglects, or refuses to enter into a contract for the construction of said project, and furnish the necessary Performance, Statutory, and Maintenance Bonds within ten (10) days from and after the date the award is made. Bids received more than ninety-six (96) hours, excluding Saturdays, Sundays and holidays, before the time set for opening the bids, as well as bids received after the time set for receipt of bids, WILL NOT be considered and will be returned unopened. The City of Norman is exempt from the payment of any sales or use taxes. Pursuant to Title 68 O.S., Section 1356 (10) and as allowed by Oklahoma Tax Commission Rules Part 27 Trust Authority 710:65-13-140, direct vendors to the NUA are also exempt from those taxes. A bidder and his subcontractors may exclude from their bid sales taxes on appropriate equipment, materials, and supplies that he will not have to pay while acting on behalf of the NUA.
