(Published in The Norman Transcript October 27, November 3, 2016, 2t) NOTICE TO BIDDERS DOCUMENT 00101 INVITATION TO SUBMIT STATEMENT OF QUALIFICATION CITY OF NORMAN NORMAN UTILITIES AUTHORITY 201 WEST GRAY STREET NORMAN OKLAHOMA 73069 NORMAN WATER TREATMENT PLANT PHASE II IMPROVEMENTS CAROLLO PROJECT NO. 9041A.11 DWSRF PROJECT NO. P40-1020801-02 ADVERTISEMENT FOR BIDS Notice is hereby given that pursuant to an order by the Norman Utilities Authority (OWNER), a public trust of the City of Norman, Oklahoma, all General Contractors, Instrumentation and Control System Subcontractors, and Electrical Subcontractors interested in bidding the above referenced project are invited to submit a Statement of Qualifications for the purpose of prequalification of bidders for the above referenced project. Statements will be received at the office of Carollo Engineers, 100 NE 5th Street, Oklahoma City, Oklahoma 73104, until 2:00 pm, local time, November 10, 2016, for and on behalf of the Norman Utilities Authority, for potential prequalification to bid the upcoming NORMAN WATER TREATMENT PLANT PHASE II IMPROVEMENTS project. The proposed work is generally described as follows. The work consists of improvements to the 17-million gallon per day Norman Water Treatment plant by the addition of an intermediate pump station, addition of new ozone system (ozone generators, ozone contractors, dissolution system, and destruct equipment), ultraviolet disinfection system that will be located in a new building, replacement of existing pumps at a high service pump station, new and modified chemical feed equipment and facilities, a new maintenance building, modifications to the existing filtration building, new administration building and associated electrical and control system improvements. Significant emphasis will be placed on keeping the existing facility in operation during all upgrades and construction. It is anticipated that this project will include several bid alternates that will provide the Owner with additional value to the project. The bid alternates will be ranked by the Owner and Engineer in importance level and selected in that order. The Owner reserves the right to select or reject any or all bid alternates. This project is to be financed by a loan from the Oklahoma Water Resources Board through the Department of Environmental Quality Drinking Water State Revolving Fund (DWSRF) and shall be referred to as DWSRF Project No. P40- 1020801-02. C. “All bidders must comply with the Anti-Kickback Act and the Contract Work Hours Standards Act.” D. “Davis Bacon Act wage rules shall apply. All laborers and mechanics employed by contractors and sub- contractors on projects funded directly by or assisted in whole or in part by and through the Federal Government shall be paid wages at rates not less than those prevailing on projects of a character similar in the locality as determined by the Secretary of Labor in accordance with subchapter IV of Chapter 31 of Title 40, United States Code. The Department of Labor provides all pertinent information related to compliance with labor standards, including prevailing wage rates and instructions for reporting. American Iron and Steel provisions also apply to projects funded directly by or assisted in whole or in part by and through the Federal Government pursuant to the “Consolidated Appropriations Act, 2014”. Sec. 436(a)(1) of the act states that “None of the funds made available by a State Water Pollution Control Revolving Fund as authorized by Title VI of the Federal Water Pollution Control Act (33 U.S.C 1381 et seq.) or made available by a Drinking Water Treatment Revolving Loan Fund as authorized by Section 1452 of the Safe Drinking Water Act (42 U.S.C. 300j-12) shall be used for a project for the construction, alteration, maintenance, or repair of a public water system or treatment works unless all of the iron and steel products used in the project are produced in the United States.” F. System for Award Management (SAM) registration is required for all DWSRF program applicants and Awardees (Entities, prime contractors, subcontractors, vendors) in order to be awarded contracts by the DWSRF program. SAM replaces Central Contractor Registration/Federal Agency Registration, Online Representations and Certifications Application, and Excluded Parties List System. Applicants and awardees are required to complete a one-time free registration to provide basic information relevant to procurement and financial transactions. New Applicants and awardees please go to Sam.gov to complete the registration process. G. Note: In order to register in SAM, a Data Universal Number System (DUNS) number will be required. DUNS number is a unique, non-indicative 9-digit identifier issued and maintained by Dun & Bradstreet (D&B) that verifies the existence of a business entity globally. D&B assigns DUNS numbers for each physical location of a business. All entities doing business with the U.S. Government can receive a DUNS number FREE of charge and, under normal circumstances, within 1-2 business days when using the D&B web form process at http://fedgov.dnb.com/webform.
